Yes, I guess you could make it a native package.  The question you
should ask yourself isn't whether this is only available for Ubuntu,
though, but if you really want to upload the WHOLE source code every
time you make a change, even if only to the packaging.  The separation
of upstream code and packaging code is very helpful.  Native packages
have their place when there is essentially no upstream code and the core
of the package is in the packaging code (the stuff under debian/)
