Looks like same issue was described here:

The RAM usage graph in the resource monitor of Lxpanel is at zero. The LXde
task manager as well as other tools, like top or free, report the correct
values. Hovering over it with the mouse, it says "RAM usage: 0.0MB (0.00%)"
