Public bug reported:

Availability: In universe, builds for all archs.

Rationale: qtbase5-dev Recommends qttranslations-l10n. Instead of
deviating from Debian and changing it to Suggests, I'd opt for making
the package into main. It includes translations which are usually very
welcome in Ubuntu, and as a package contains only data files and a small
amount of them in the first place.

Security: No known security history. No executables, daemons, services.

Quality assurance: No bugs open in Ubuntu or Debian.

Dependencies: All build dependencies are in main.

Standard compliance: Packaging seems compliant.

Maintenance: Owned by Debian Qt/KDE maintainers, of which I'm part of.

** Affects: qttranslations-opensource-src (Ubuntu)
     Importance: Undecided
         Status: New
