I see the problem in i386 and amd64 installed systems.

The Lubuntu Software Center works when started from the command line
sudo lubuntu-software-center
but not with
gksudo lubuntu-software-center
and not with
sudo -H lubuntu-software-center

Synaptic starts from the command line via gksudo, but not from the menu.
There seems to be a general problem with elevated permissions from the
menu and when using the elevation methods recommended for GUI
applications.

Comment #13 looks promising to squash this bug.
