I had the same problem tried to remove the one and panel crashed and restarted
the battery icon was gone so I thought it was removed so then I tried to put it 
back
then I ended up with 2 and niether had an icon just a small empty space that 
you could click on and get the settings menu

I went to menu-preferences-default applications for lx session then
autostart and unchecked power manger to disable it from starting and
rebooted

Then I edited /home/(user)/.config/lxpanel/Lubuntu/panels/panel and
removed the 2 entries for power manger saved the changes

I rebooted again and checked in panel items and they were gone Yay! :)

I am sure I did extra steps as I am a noob, but hope this helps someone,
maybe someone else make this more concise
