The bug watch which marked this as Fix Released in Debian did so because the gitolite package was removed (superseded by gitolite3, see https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=780732 for details). (It is likely that gitolite will be removed in a future Ubuntu release too, btw)
I took a quick look at the gitolite3 package to see whether that should be marked as also affected by this issue. But it looks like this doesn't have the gl-setup binary anymore.
