I'm seeing the same behavior on my machine. (Dell Inspiron 3847)

Here is the output of  the commands you specified above (I have updated
the bios to the most recent version, A05):

$ sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date
A05

I am able to use the keyboard and mouse on kernel version
3.13.0-24-generic. All newer versions of the kernel are exhibiting the
same Xorg behavior.

I have also tried disabling numlock on boot, which doesn't resolve the
problem for me.
