Maybe a file can be used as a flag. a file provided when installing via
the alternate installer. When the LSC is started, check for that file
and check for internet. If both conditions are satisfied, regenerate the
database. If the database was generated successfully, remove the file
that is used as a flag. That might work and be independent of other
triggers in the system.
