Looks like the /etc/X11/Xsession wrapper is being used; it's trying to 
launch an Upstart session. In this case you need to export:

DESKTOP_SESSION="gnome-fallback"
XDG_CURRENT_DESKTOP="Unity"

in order for the upstart Xsession.d scripts to work properly.
