I give up. I am not sure what causes the problems. It is a fact that:

- in some kernels I didn't notice the problem, which led me to conclusion that 
the kernel is to blame;
- it behaves identically on more than one computer;
- I was not able to reproduce the problem on another WIFI network.

I guess it some strange combination of WIFI adapter, driver, kernel,
access point, etc.

I got myself a WIFI adapter with other chipset than rtl8192cu and it
works now. Unfortunately I got two rtl8192cu dongles because I thought
the first one broke when the problems start to appear. After I bought
another one I realized that the old one is OK.

As far as I am concerned this bug report can be closed. Thanks for all
the help.
