I have determined that the problem lies in either the search path or the
install path.

Running `kcmshell5 kcm_systemd` yields

Error loading plugin "kcm_systemd" "The shared library was not found." 
Plugin search paths are ("/usr/lib/x86_64-linux-gnu/qt5/plugins", "/usr/bin") 
The environment variable QT_PLUGIN_PATH might be not correctly set

and a simple dpkg -L kde-config-systemd says that the path to
kcm_systemd is /usr/lib/x86_64-linux-gnu/plugins/kcm_systemd.so so
that's obviously not going to work.

Now I just need to determine if we should change the install path or
modify the search path.
