I have the same issue with a Dell Inspirion 3847. I have updated my BIOS today (version A07) and still have the issue. If I leave the devices plugged in at boot, the system will not respond to anything at the (Xubuntu / lightdm) login screen, not even Ctrl-Alt-Del or Ctrl-Alt-F1. The only way to start my system is to unplug mouse and keyboard before boot, wait for login screen, then plug in keyboard and mouse.
