I keep running into this on multiple installations, with openconnect.

Removing only  ~/.gconf/apps/nm-applet/%gconf.xml always fixes it for me, yet 
that file is basically blank with just a change time.
And it gets recreated yet continues to work (for quite some time) but 
occasionally I have to remove it again.

Just logging out/in doesn't fix it, can be broken for days or weeks.
Obviously removing that file triggers something to occur as that file
itself does not change contents.
