At first power management works. 
After I did a dist-upgrade I got the following dependency errors:

Reading package lists... Done
Building dependency tree       
Reading state information... Done
You might want to run 'apt-get -f install' to correct these.
The following packages have unmet dependencies:
 libkf5package5 : Depends: libkf5package-data (= 5.10.0-0ubuntu1) but it is not 
installed
                  Recommends: kpackagetool5 (>= 5.10.0-0ubuntu1) but 
5.9.0-0ubuntu1 is installed
 libkf5su5 : Depends: libkf5su-data (= 5.10.0-0ubuntu1) but it is not installed
E: Unmet dependencies. Try using -f.

Then, after doing install -f, powerdevil fails to launch. I am unable to
use the energy savings panel.

I get some errors in .xsession-errors:

Could not open library '/usr/lib/x86_64-linux-gnu/libkdeinit5_kwrited'.
Cannot load library /usr/lib/x86_64-linux-gnu/libkdeinit5_kwrited: 
(/usr/lib/x86_64-linux-gnu/libkdeinit5_kwrited.so: cannot open shared object 
file: No such file or directory)kf5.kded: Could not load kded module 
"powerdevil":"The shared library was not found." (library path was:"powerdevil")

But I am not sure if all of them are related.

I upgraded with deb http://ppa.launchpad.net/kubuntu-ppa/next-
stage2/ubuntu wily main and the error persists.

I was able to reproduce this again after a fresh install.
