I see something very similar when changing resolution on a physical monitor with xrandr. A monitor that supports 1920x1080 120Hz and 3840x2160 30Hz modes, so when watching movies I change the resolution to 1920x1080. An attempt to set wallpaper in that mode results in upper left 1/4 of the image bring visible. Switching into 4K mode shows the whole image. In some cases it's the other way around, image fill the whole background in 1920x1080, and only 1/4 of the screen in 4K mode. Apparently everything depends on the mode at some point in the session startup process.
