Which kernel are you using?

Can you tar up the following:

tar cvf - /sys/devices/virtual/powercap/ > powercap.tar

and let me know if /sys/class/powercap exists on your machine.

Finally, which CPU do you have?

cat /proc/cpuinfo | grep CPU
