I made a minor adjustment to the gnome-control-center proposal; attached
please find the updated patch. With that I could drop the proposed
changes to accountsservice.

It would make sense to disable the access to the longer "language" list,
since the additional locales don't represent translations. I haven't
figured out how to do that, though.
