I too can't shutdown by the power button, don't have that file or folder, with Lubuntu 15.04. I ran:
sudo apt-get update sudo apt-get upgrade sudo apt-get dist-upgrade sudo apt-get autoremove sudo apt-get clean reboot xfce4-power-manager --debug with no results.
