The current alert text is: "All documents, saved games, settings, and other items will be permanently deleted from this phone." And the button is "Erase & Reset Everything".
I don't think this warrants extra text to explain that the phone will restart. That is almost just an implementation detail for the reset process: it could equally (though probably less efficiently) be implemented in userland, closing all apps, erasing everything, then launching the first-run setup.
