If something is started from the KDE menu, then you can track that you started it and the user hasn't exited it. restart those apps. But if you are actually trying to restart all apps, then you are failing miserably. I routinely have many apps running in terminal windows that don't get restarted, as well as a few GUI apps (almost none KDE/Gnome apps) that don't get restarted. You actually don't want to have tens of GB of swap because the system will become unusable if it is used. I run my systems with very little swap (I only have one machine with more than 2G of swap, even if the system has hundreds of GB of RAM). I've actually had a machine with 128G of RAM that only had 120G of disk.
