I've noticed this also interferes sometimes with automated power testing.  For 
example, these two test runs were invalid because of the NM bug:

The more recent one has more logs and thus might have more useful
information.

I've seen this bug on every NetworkManager-based system I've ever tried,
not just Ubuntu, and it has been one of my top reasons for not using
NetworkManager.  It's really unfortunate that the bug made it all the
way to the Ubuntu phone, after not getting fixed for approximately a
decade.
