The internal NMDeviceWiFi scan logic works like this: It's minimum interval is 20s. It's set to this when the device first becomes ready or the device_state -> DISCONNECTED.
If the supplicant dies, it's set to 23s. If an activation succeeds, the interval is set to 26s.
