The newest UITK is introducing packaging changes that do not get full
approval from core-devs. The issues should be investigated and
addressed.

The packaging changes were:

Comes down to:
- export CFLAGS seems redundant, remove?
- moving installation of things from dh_install to dh_build seems wrong, 
"building docs in dh_install and installing docs in dh_build is just wrong"
- --fail-missing specified twice
- don't call dh_auto_build in override_dh_install
- ...and not explaining packaging changes fully in the commit messages
