One detail I remember: before reboot (i.e. last time I had this issue) WiFi was ON, but the phone wasn't connected to the WiFi network which it should autoconnect to, it was using mobile data.
Because of https://bugs.launchpad.net/ubuntu/+source/ubuntu-system-settings/+bug/1480864 I can't disconnect from a WiFi network without switching the WiFi off.
