One detail I remember:
before reboot (i.e. last time I had this issue) WiFi was ON, but the phone 
wasn't connected to the WiFi network which it should autoconnect to, it was 
using mobile data.

I can't disconnect from a WiFi network without switching the WiFi off.

Tomorrow I'll try deleting the office WiFi from the known networks (so
that I can keep WiFi enabled without being necessarily connected to an
AP) and see if that helps reproduce the bug.
