After the data collection you should get a window which shows the
collected information, with a button to send it. Don't you get this? If
so, maybe it crashes for you -- can you open a terminal and run
ubuntu-bug ubuntu-release-upgrader-core
let it collect, and copy&paste the output there? If there's no window, I
suspect some traceback.
