Public bug reported:

update-manager asks for reboots even when updating kernels which are not 
currently in use. I use a self compiled 4.1.6 kernel using the sources from 
kernel.org and the patches from Canonical's mainline kernel ppa. Today I got an 
update for bind and the 3.13 series kernel. After the update, I was asked 
whether I wanted to reboot or not.
 
There was no reason to. I don't use the 3.13 kernels currently. They're there 
as a backup. As for BIND. It's just a service that can be restarted on the fly.
 
Please consider making the update utility a bit smarter about this sort of 
thing.
