Hi Martin. In USC, the first half of an installation progress bar is
allocated to downloading, the second half to the installation script.
Your screenshot shows the progress bar exactly half-filled, so it's at
the start of the installation script.

That is, I think, exactly when that window asking you to choose between
gdm and lightdm would appear. Your screenshot shows a grey question-mark
icon as the last non-storage item in the Launcher. I suspect that was
for the question window, unfortunately hiding behind the USC window.

So, there are two or three problems here:
* When it is blocked on debconf, USC is supposed to say not "Applying changes", 
but "Waiting for your response…".

* Arguably, the question window should not have appeared at all, which is a 
problem in the gnome package.
* If it did appear, though, it should have taken focus in front of the USC 
window.
