The upstream wiki is somewhat out of date. The Squid-3.3 versions of Squid which are installed with "aptitude install squid" on current Ubuntu do contain almost all the Squid-2 features.
The few useful ones which it omits are in later Squid versions not yet packaged for Ubuntu, but available from Debian repositories.
