The failure here is python-pip-whl, not python-dev-all. The bug title was wrong, I corrected it.
python-pip : Depends: python-pip-whl (= 1.5.4-1ubuntu3) but it is not going to be installed is the actual failure. The later message Recommends: python-dev-all (>= 2.6) but it is not installable is only informative, since it's only a recommended package.
