The failure here is python-pip-whl, not python-dev-all. The bug title
was wrong, I corrected it.

  python-pip : Depends: python-pip-whl (= 1.5.4-1ubuntu3) but it is not going 
to be installed
is the actual failure. The later message
   Recommends: python-dev-all (>= 2.6) but it is not installable
is only informative, since it's only a recommended package. I filed bug 1495708 
"python-pip recommends nonexistent python-dev-all package" 

(For what it's worth, this bug seems fixed in Vivid 15.04, python-pip no
longer depends on python-pip-whl.)
