I've seen this sometimes in conjunction with bug 1480877, where NetworkManager and dbus-daemon are in a fight to see who can slow the other one down the most. In such cases, it can take NetworkManager a long while to update the indicator.
I'm not saying that all instances of this symptom are due to bug 1480877.
