I had the same issue, with a different theme. But I noticed that the locations in gtk.css were identical, so I searched for all instances of gtk.css on my computer.
~/.config/gtk-3.0/gtk.css had some errors in it for me, and I assume yours will be the same. Six times in the file, it will have a line that starts with "background- color", and then follow it up later in the line with "background- image"... but prior to "background-image", it should have had a semicolon (at the end of the prior text, before the tab), yet the semicolon was missing.
