I messed around with cinnamon.css and I encountered the same issue (Linux Mint 17). I then read Brian's comment which fixed it (https://bugs.launchpad.net/linuxmint/+bug/1159707/comments/12). I don't know why the taskbar switched to edit mode. Thanks Brian !
