Public bug reported:

When booting with an encrypted root partition, I'm unable to enter the
password when prompted during boot. Rebooting by hitting Ctrl+Alt+Del
twice, displays grub menu and then puts me in a degraded mode of some
sort where I can enter the password and boot successfully. Disabling
splash in grub options works too by using a text mode password input.

This seems to have been introduced in some of the recent updates. It
used to work fine after my initial installation of 15.04.
