As a workaround, I changed the ExecStart line in
/lib/systemd/system/sshguard.service to

ExecStart=/bin/bash -c '/bin/journalctl -f | /usr/sbin/sshguard -i
/run/sshguard.pid -w $WHITELIST $ARGS'

I don't know if this is the best way to do it, but sshguard now works
for me.
