No, because Citrix Netscaler Gateway is not installed on my box now (Wily).
Under Vivid, where I did have a race condition, and had it installed successfully, it happened even before I installed it. Even on Fedora, which Netscaler doesn't work, it had a race condition. So, my correlation is that CNG doesn't have an impact on the race condition, BUT Wily is causing it to be uninstallable due to renaming of some of the packages it depends on (e.g. libproxy1 -> libproxy1v5).
