Unfortunately, I'm not allowed to run apport-collect on the creator's behalf.
It seems to be as follows:

when adding a file in /etc/sysctl.d with temp_addr=0 with a higher number as to 
prevent updates from overwriting my settings, the bug is present.
When editing 10-ipv6-privacy.conf , it seems to work fine.
It's still a bug though.
