Sorry I am being slow to think. I tried installing kernel 4.30 in 15.04 in place of 3-3.19-0-31 and the bug is not present with either but it is present in 15.10 with either 4.30 or 4.2.0-16. This suggests to me that the problem is not in the kernel. I wonder if it is connected with window snapping (although I have this turned off), not moving the window but moving the cursor in anticipation?
