Thanks for sharing the feedback. It's true, Ubuntu MATE Welcome cannot install software when the computer is not connected to the Internet. It also causes problems later when repositories are improperly being added (and attempts to refresh the source list) due to being offline.
To address this, I've added to ability to detect when the computer is offline (specifically, cannot reach the Ubuntu repository server) and displays a message informing the user to connect to the internet.
