I also get this if I instal ubuntu mate to the bare metal with intel graphics on my computer so it is probably not just qxl drivers. I expected this to have network manager just popup a widget like it normally does on lubuntu or marco without compositing. What happened was I get this problem with the network manager and open mate-tweak from the menu to turn off compositing and click the network manager applet again and it appears how I expected it. I also tried changing the to one of the different themes blue submarine in ubuntu mate so I do not think it is a theme issue.
