You have been subscribed to a public bug: With bug #1075537 fixed in Saucy, software-properties now correctly prompts the user to reload the apt cache if the sources were changed. And, if software-properties is accessed from the Ubuntu Software Center's (USC) menus, the sources are reloaded automatically.
USC reports the progress of the apt cache reload in the interface (with an item added to the progress section). It then executes update-apt-xapian-index correctly, which takes a while to complete.
