Yes, the design has "Custom Ringtone..." as the last item in the list
before "None". <https://wiki.ubuntu.com/Sound#phone-settings>

It's fairly standard for a "Custom..." or equivalent item to be at the end of a 
list. For example:
* in GTK's Print dialog, custom paper sizes in the "Paper size" menu, and 
"Custom..." for header/footer text;
* in Firefox's History Preferences, "Use custom settings for history";
* in iOS's Vibration settings, "Custom - Create New Vibration".

This is because you use "custom" when you've scanned all the previous
options and none of them are suitable.

This is less true for custom ringtones, so maybe we could break the
pattern. When you choose a custom ringtone, it's because you really like
a particular song, not because you've scanned all the built-in ringtones
and disliked them.

Alternatively, we could keep "Custom Ringtone..." at the bottom, but
separate it from the list, fastening it to the bottom of the screen so
that you don't need to scroll to see it.
