Public bug reported:

Request for adding PHP 7 to be default in 16.04.

As of this post PHP 7 is not released yet but in the latest phases of
development and polishing.

With Vulkan API coming as well to all Operating Systems as well as
Linux.

The need for applications having PHP installed on the system is
increasing as some application tend to use PHP in or behind their
applications.

(I myself as a software developer sometimes use PHP for small tasks
wherefore PHP is easy and quick to program it in).

Therefore having PHP on the system by default is needed.

Especially with these new drivers and software coming up, as mentioned
before the Vulkan API (Graphics library) is cross-platform and therefore
a lot of programs (mostly games) will also migrate to Linux attracting
more Linux users which in turn attracts software developers to migrate
to Linux as well.

Why not PHP5? because it's outdated, and PHP7 supports PHP5 code anyways so 
there is no conflict there.
If you were to add PHP5 instead of 7, the apps that use 7 will not work.

Adding PHP7 to 16.04 makes more sense as they are both modern software.
