Public bug reported:

I launched the distribution upgrade for upgrading from 15.04 to 15.10.

The "Release notes" popup appeared, which has a paragraph that reads:
"""
To see what's new in this release, visit:

    http://www.ubuntu.com/desktop/features
"""

That link is just a generic list of features of Ubuntu and doesn't
contain even the slightest bit of information about "what's new in this
release".

Please either replace the link with a more specific release notes or changelog
link, or rephrase the text introducing the link.
