I think this functionality used to exist some time in the past, I don't know if it was intentionally dropped or perhaps lost as fallout from when they overhauled the algorithm that organises the layout of windows on the overview.
It is worth also filing feature requests upstream, but probably don't expect any upstream developers to implement them unless they think its a really great idea, but they should indicate if it would be an acceptable feature for core gnome-shell or if it should be implemented as an shell extension. Its also worth filing on launchpad, among other things searching for bugs on launchpad is far easier and also all launchpad bugs are indexed on google etc (bugzilla ones aren't).
