** Description changed:

For various reasons I have four wifi networks in my house. Three of
them are in the living room, one in my bedroom. When I'm in the bedroom
my MX4 is normally trying to connect to one of the "wrong" three,
resulting in lots of dropped packets and terrible network performance.

First, it should automatically connect to the strongest network
  available.

Second, there should be a way to prioritise my networks. In my case one
is a "VPN" network where all traffic is routed through Singapore. This
is essential when you need it and nightmarishly slow when you don't.
Despite my VPN and non-VPN networks having the same signal strength, I
need a way to tell my phone to preferentially connect to the non-VPN
  network when possible.

  <https://wiki.ubuntu.com/Networking#previous-networks>: "When
- reprioritization of networks has been implemented in NetworkManager,
- pressing on a network should make it draggable so that you can reorder
- the list."
+ reprioritization of networks has been implemented in NetworkManager (bug
+ 1245986), pressing on a network should make it draggable so that you can
+ reorder the list."
