** Description changed:

  When the SIM pin entered is incorrect, the number of allowed attempts
  gets reduced (pin retries).  When out of pin retries, the user is locked
  out of their SIM and is required to enter a PUK from their carrier to
  regain access to the SIM.  Current system-settings doesn't provide a
  prompt to enter the PUK when required.
