wine64-development-tools  now ships 
/usr/share/man/man1/winegcc-development.1.gz, before it was 
/usr/share/man/man1/winegcc64-development.1.gz.
Similar for wine32-development-tools.

However I don't understand how winegcc-development.1.gz, ended up in
wine-development. It wasn't there in 1.9.0-1 in *Debian*:

1.9.0-1 Debian:
$ dpkg -X /var/cache/apt/archives/wine-development_1.9.0-1_all.deb .|grep gcc
$ dpkg -X /var/cache/apt/archives/wine64-development-tools_1.9.0-1_amd64.deb 
.|grep gcc
./usr/share/man/man1/winegcc64-development.1.gz
./usr/bin/winegcc64-development
./usr/lib/x86_64-linux-gnu/wine-development/winegcc

1.9.0-2 Debian:
$ dpkg -X /var/cache/apt/archives/wine-development_1.9.0-2_all.deb .|grep gcc
$ dpkg -X /var/cache/apt/archives/wine64-development-tools_1.9.0-2_amd64.deb 
.|grep gcc
./usr/share/man/man1/winegcc-development.1.gz
./usr/lib/wine-development/winegcc
./usr/bin/winegcc-development

In 1.9.0-2 I added code to explicitly prevent installing the winegcc
manpage in wine-development. So I hope that it won't reappear there on
Ubuntu from now on - for whatever reason it was there before.

So I'd say you just have to add a breaks/replaces.
