wine64-development-tools now ships /usr/share/man/man1/winegcc-development.1.gz, before it was /usr/share/man/man1/winegcc64-development.1.gz. Similar for wine32-development-tools.
However I don't understand how winegcc-development.1.gz, ended up in wine-development. So I hope that it won't reappear there on Ubuntu from now on - for whatever reason it was there before. So I'd say you just have to add a breaks/replaces.
