"Recommends: dblatex | fop" does not hold fop in main, this is just an alternative dependency and dblatex already is in main. Indeed http://people.canonical.com/~ubuntu-archive/component-mismatches.txt shows that fop wants to go to universe, so I did that now. batik also wanted to go to universe, moved that too.
