Thank you for filing this bug report! When you say "you have a system that's not working", do you mean that PHP is not leveraging memcached (because memcached is not running/configured)?
I believe php5-memcached only provides an API to libmemcached for PHP. It does not guarantee the memcached functionality, nor is it expected to. It also should not depend on memcached, as the service can run on other servers than localhost.
