The kernel in #45: 1) exhibits the window shuffling issue. 2) if I lock the screen, and sit back for a few seconds, the display blanks, and then (almost immediately) unblanks. I would expect it to remain blanked until there was mouse or keyboard activity.
I suspect that the next step is to instrument things to produce an audit trail of what queries are hitting the driver about the display, and what it's saying...
